Administration of the Colorado River is complex and relies on many agreements over the years, including, of course, the Colorado River Compact. Changes in administration in recent years have been necessitated by the Endangered Species Act and the native fish that depend on annual floods washing sediment down the canyons of the Colorado Plateau.
